What Constitutes a Pothole?

The Gazette asked this question earlier in the week, and I would not think to mention it except that it reminded me of a German news story from a fortnight ago.

At the moment the council has a policy of filing in the most dangerous potholes, forcing them to act on a priority system (which you can read about here), but this idea has been taken further in Niederzimmern near Leipzig. Apparently the village cannot afford to fix many of its potholes, so they are letting people buy them at a cost of €50 each - in return the authorities repair the pothole and put a personal message on top (full article here).

Gloucestershire council filled in nearly 3,000 potholes last week, but is this idea a cost effective way to help fix our roads and free up money for other services? Have your say here.
